Upper East Site Staff – please write articles in good faith. The Mayor was clearly speaking metaphorically when referencing generals. He was probably never serious about housing immigrants at Gracie Mansion in the first place. As far as ghost go, again it is probably tongue in cheek.
What is your beef with the Mayor anyway? He has a tough job, and few allies even in his own party. Personally, I don’t agree with him on everything but he is certainly better than the last joker we had and anyone he ran against.
I watched his speech very carefully. And definitely, It was NOT metaphorical.
